Two months before CCS16, on September 18, the Ministry of Transport issued an important policy—— which was based on the pilot resumption of cruise tourism in Shanghai and Shenzhen—— that the international cruise transport in and out of Chinese domestic cruise ports will be fully resumed. It means that the resumption expended to all cruise ports in Tianjin, Xiamen and the whole country.

Earlier, at the end of March 2023, the General Office of the Ministry of Transport issued a notice on the pilot resumption of international cruise ships, which pointed out that the pilot is tentatively scheduled to resume Shanghai and Shenzhen cruise ports, and the further resumption will be based on the situation. Less than a half of year later, the cruise market welcomed the new policy like a spring breeze.

The document issued this time pointed out that all preparations should be made for the resumption of cruise ships. Local transport departments where the cruise port is located shall, in conjunction with relevant departments, formulate an implementation plan for the resumption of international cruise transport, and promote the resumption after submitting it to the local people's government for approval; It is necessary to review and exam the resumption plan of cruise companies and port companies jointly with relevant departments.

Zheng Weihang, executive vice president and secretary general of China  Cruise & Yacht Industry Association (CCYIA), pointed out that the release of the policy means that the entire coastal ports of China are fully restored, and 16 cities with cruise reception experience could arrange international cruise lines. Not just Southeast Asia routes, Northeast Asia routes will also be put on the agenda.

'After several months of pilot operation, cruise companies are fully able to prepare routes at Northeast Asia.' Zheng Weihang also said: “At present, a number of international cruise companies have announced to enter Asian market next year, and after the release of this policy in China, more international cruise companies are welcomed to plan routes in China.”
